Gudjala People Support Program Policy
- PROGRAM PURPOSE & ACNC COMPLIANCE
1.1 Charitable Objectives
In accordance with the 5 Star Charitable Trust Deed and Australian Charities and Not for-profits Commission (ACNC) requirements:
- Relief of disadvantage for Gudjala people experiencing financial hardship
- Support for vulnerable elders within the Gudjala community
- Advancement of health by addressing medical and dental needs
- Advancement of education for young Gudjala people
- Preservation and advancement of Gudjala culture
1.2 Governance Structure
Trustee: NAC maintains oversight through the Board
- Delegated Authority: Chairperson and Treasurer (executives)
- Conflict Resolution: Escalates to other delegated directors per NAC RNTBC Rulebook
- Emergency Overrides: Full trustee review via circular resolution process
- ELIGIBILITY FRAMEWORK
2.1 Primary Eligibility Requirements
ALL applicants must meet:
- Identity Verification:
- Registered common law Gudjala person, OR
- Child of registered Gudjala person with NAC
- Financial Need Assessment:
- Living at or below modest lifestyle (Social Security/Aged Pension level)
- Demonstrated financial hardship or disadvantage
- Government Support Priority:
- Must have accessed all available government support first
- Evidence required of government support applications/outcomes
- Documentation Requirements:
- Photo ID and current address verification
- Proof of relationship to Gudjala people
- Evidence supporting application category (medical certificates, bills, etc.)
2.2 Application Processing Authority
- All applications: Submitted to Future Fund Officer
- Emergency applications in line with policy: CEO/Future Fund Officer decision
- Emergency applications outside the policy: Escalated to delegated directors (Chairperson & Treasurer)
- Conflict situations: Other delegated directors per NAC RNTBC Rulebook
- Staff conflict situations: To be escalated to the CEO and 2 delegated Directors

| Dental Support | $1,000 per year | $500 per year | Basic dental not covered by Medicare/insurance |
ACNC Purpose: Advancement of health and relief of poverty
Availability: Emergency – available anytime
Eligibility Criteria
- Medical certificates or appointment evidence required
- Must access Medicare and other government programs first
- Treatment at closest available facility required
Special Conditions
- Chronic Condition Travel: Only for weekly/fortnightly treatment with medical practitioner documentation
- Family Support: Only in life-threatening circumstances
- Disability Enhanced Support: Available for documented disabilities
Excluded Items
- Cosmetic surgery (unless health-related)
- Motor vehicle registration, operating costs
- Non-life-threatening family support visits
Processing Requirements
- Application Limits: Maximum 2 applications per calendar year on a case-by case basis
- Gap Requirement: 30-day minimum between non-emergency applications
- Documentation: Doctor letters must specify treatment frequency for travel support
- Emergency Exceptions: Life-threatening situations subject to trustee review
