Gudjala People Support Program Policy

  1. PROGRAM PURPOSE & ACNC COMPLIANCE

1.1 Charitable Objectives

In accordance with the 5 Star Charitable Trust Deed and Australian Charities and Not for-profits Commission (ACNC) requirements:

  • Relief of disadvantage for Gudjala people experiencing financial hardship
  • Support for vulnerable elders within the Gudjala community
  • Advancement of health by addressing medical and dental needs
  • Advancement of education for young Gudjala people
  • Preservation and advancement of Gudjala culture

1.2 Governance Structure

Trustee: NAC maintains oversight through the Board

  • Delegated Authority: Chairperson and Treasurer (executives)
  • Conflict Resolution: Escalates to other delegated directors per NAC RNTBC Rulebook
  • Emergency Overrides: Full trustee review via circular resolution process
  1. ELIGIBILITY FRAMEWORK

2.1 Primary Eligibility Requirements

ALL applicants must meet:

  1. Identity Verification:
  • Registered common law Gudjala person, OR
  • Child of registered Gudjala person with NAC
  1. Financial Need Assessment:
  • Living at or below modest lifestyle (Social Security/Aged Pension level)
  • Demonstrated financial hardship or disadvantage
  1. Government Support Priority:
  • Must have accessed all available government support first
  • Evidence required of government support applications/outcomes
  1. Documentation Requirements:
  • Photo ID and current address verification
  • Proof of relationship to Gudjala people
  • Evidence supporting application category (medical certificates, bills, etc.)

2.2 Application Processing Authority

  • All applications: Submitted to Future Fund Officer
  • Emergency applications in line with policy: CEO/Future Fund Officer decision
  • Emergency applications outside the policy: Escalated to delegated directors (Chairperson & Treasurer)
  • Conflict situations: Other delegated directors per NAC RNTBC Rulebook
  • Staff conflict situations: To be escalated to the CEO and 2 delegated Directors

ACNC Purpose: Relief of poverty and homelessness

Availability: Emergency accommodation and rental assistance anytime

Eligibility Criteria

  • Evidence of financial hardship or homelessness required
  • Must be registered with homeless service provider (if homeless)
  • Must agree to be referred to an external agency if homeless
  • Bond assistance only after exhausting all other avenues (evidence required)

Special Requirements

  • Processing Time: 48-hour minimum for all accommodation requests
  • Accommodation Obligations: Must register for public housing and actively seek permanent housing
  • Bond Obligations: To agree that the bond is to be returned to the trust or
    establishment of a repayment plan and sign into an agreement
  • Persons named on application – will be classed as receiving the same benefits
